Moon and ANKA create MOOKA and raise €20m foruniversal access to energy in Madagascar.

Moon and ANKA today announced the official creation of MOOKA, a strategic joint venture designed to accelerate universal energy access in Madagascar through an innovative Energy‐as‐a‐Service (EaaS) model. The announcement was made at the GEM‐MEDEF International economic forum under the theme “For new Madagascar–France partnerships.” The partnership was signed in the presence of Mr. Olivier Jean‐Baptiste, Madagascar’s Minister of Energy and Hydrocarbons, and Mr. Manambahoaka Valéry Fitzgerald Ramonjavelo, Madagascar’s of Transport and Meteorology.

MOOKA’s primary objectives are to:

  • Mobilize €20 million in financing;

  • Connect 100,000 households with Moon solar kits operated on an energy-as-a-service basis in synergy with the mini-grid infrastructure;

  • Deploy 10,000 Sunna Design solar streetlights in targeted localities.

Thomas Samuel, founder of Moon and Sunna Design, stated:

This partnership combines Moon’s technology with ANKA’s on‐the‐ground expertise. Together, we can scale in a sustainable way and deliver tangible impact for rural populations.”

On the periphery of the ANKA mini-grid perimeter, this remote house has been connected with a Moon solar kit operated on an Energy-as-a-Service model, providing a first level of access to solar energy (lighting and USB recharging).

Solid foundations for large‐scale deployment

The partnership builds on a successful pilot project in the Atsimo Andrefana region of southern Madagascar, financed by the OMDF/DECIM Fund initiated by the Malagasy government with World Bank funding, followed in February 2025 by an EEP Africa grant (supported by the Nordic Development Fund) enabling an additional 5,000 connections. The new capital raised will reinforce this initial success, and additional public and private financiers are currently being mobilized.

The Moon solar system - operated on an Energy-as-a-Service model - acts as a prepaid meter and provides a first level of access to solar energy for the most vulnerable and remote households.
